- Submit it; an environmental health practitioner must inspect within 14 days against sections 46 and 47 of the by-law.

What is different about Mbombela
- District authority. Municipal health services for the City of Mbombela, Nkomazi, Bushbuckridge and Thaba Chweu are a function of Ehlanzeni District Municipality under section 32 of the National Health Act. The district’s Municipal Health Services section falls under its Community Services department, head office 8 Van Niekerk Street, Mbombela, 013 759 8500, council@ehlanzeni.gov.za. The City of Mbombela handles zoning and trading licences, not the health inspection.
- Fees scale with business size. The proposed 2026/27 tariffs for municipal health and environmental management (VAT inclusive) set a new Certificate of Acceptability at R430 for informal, spaza, tuck shop and ECD premises, R2 070 for a micro enterprise (under 11 staff), R2 690 for a small enterprise (11 to 50), R3 770 for a medium enterprise (51 to 250) and R5 400 for a large enterprise. A certificate for an event is R220 and the fee is payable again when ownership or premises change.
- Fines are on the schedule. The same schedule lists a R5 000 fine for operating food premises without a Certificate of Acceptability and R2 500 for failing to display it. Confirm the final adopted figures with the office; the schedule was published as proposed in April 2026.
- The by-law is explicit. Ehlanzeni’s Municipal Health Services By-laws (Provincial Gazette Vol 25 No 2887, 5 January 2018) say no person may handle food on premises without a valid certificate, allow the district to grant up to six months to bring premises into compliance, make the certificate non-transferable, and require written municipal approval plus a health certificate from an environmental health practitioner before anyone trades food on the street.
- Walk-in application. The district publishes municipal health application forms on its website but applications are lodged in person with a certified ID of the person in charge and a layout plan; the district’s online portal handles accounts and permits, not the Certificate of Acceptability. Turnaround is not published.
- Recent enforcement and support. In November 2024 Ehlanzeni practitioners inspected spaza shops in Mbombela after more than 50 pupils were treated at a clinic for illness linked to snacks from a tuck shop, and on 10 June 2025 the district’s Disaster Management Centre hosted the Mpumalanga leg of the dtic Spaza Shop Support Fund roadshow, which only registered, permitted shops may access.
- Where the food industry is. Mbombela is the second largest citrus producing area in South Africa and responsible for a third of the country’s orange exports; the macadamia industry is centred on the city (26 400 tons in 2017/18); TSB’s Selati sugar mill is a few kilometres east; Tekwane Citrus packs 450 000 cartons a year 20 km east of town; the Freshlinq market trades at the corner of the R104 and Dr Enos Mabuza Drive from 05:00; and the Kruger National Park makes up 36.8 percent of the district’s land, feeding the lodge and restaurant trade from White River to Hazyview.
- Training arrangement. ASC has no branch in Mbombela.
