Environmental health practitioners from the district inspect the premises and recommend the certificate, and some day-to-day functions are delegated to the local municipality. Whoever issues it, the inspection follows the same regulation. R638 requires the person in charge to be trained (regulation 10(1)(d)) and to keep a record that every food handler has been trained, and the inspector can ask for those records at any visit. What is different about Polokwane
- Two health offices, one city. Polokwane Municipality’s IDP lists environmental health among its own functions and its Community Services directorate advertised Environmental Health Practitioner posts in June 2025. Its 20 November 2024 compliance notice states the Certificate of Acceptability is issued by Polokwane Municipality, after land development approval from the City and Regional Planning office (2nd Floor, West Wing, Civic Centre). Capricorn District Municipality’s Municipal Health Services, a section of its Community Services Department at 41 Biccard Street (015 294 1000), is the National Health Act section 32 authority for the district and covers Blouberg, Molemole and Lepelle-Nkumpi. Phone whichever office is nearer; they will confirm who covers your street.
- The district tariff and a twelve month validity note. Capricorn’s 2026/27 tariff structure charges R381 excluding VAT for an inspection to issue a Certificate of Acceptability and R381 for a business plan assessment, and states the certificate is issued when the premises complies with R638 and is valid for twelve months from the date of issue. Ask the office that inspects you whether a renewal inspection applies to your premises.
- Business licence is provincial. In Limpopo the spaza or food business licence is issued by the Department of Economic Development, Environment and Tourism (LEDET) under the Limpopo Business Registration Act, 2003, not by the municipality. Polokwane requires land use rights first, then the LEDET licence, then the Certificate of Acceptability. Hawker permits come from the municipality’s Economic Development and Tourism office on the ground floor of the Civic Centre.
- Enforcement is weekly. Polokwane’s Community Safety team runs a weekly Safer Operation with the MMC for Community Safety; the 28 February 2025 operation in the Buite section closed a spaza shop for selling expired goods and inspected business premises and rental properties for by-law compliance.
- Walk-in process. Both offices take paper applications; there is no online Certificate of Acceptability portal. Bring a certified ID of the person in charge and a layout plan. Turnaround is not published by either office.
- Fresh produce hub for the province. The Freshlinq market at 5 Kalsiet Street, Polokwane Extension 12, trades from 05:00 on weekdays and is privately run; the earlier city market grew from 800 to more than 2 500 buyers within two years, about three quarters of them small shops, hawkers and kiosks, with feeding schemes and cross-border buyers among the rest. Limpopo’s tomato, avocado and citrus growers, including ZZ2 at Mooketsi with more than 10 000 jobs, route produce through Polokwane.
- Industrial and retail nodes. Polokwane Industria, Laboria, Ladine, Magna Via and Seshego hold the distributors, bakeries and cold stores; Mall of the North, Savannah Mall and the CBD hold the franchise density; the N1 through the city carries the lodge, truck stop and Beitbridge trade.
- Training arrangement. ASC has no branch in Polokwane. Group and on-site training is arranged on request, delivered by an ASC trainer travelling from the Johannesburg branch or online with one manager dashboard. ASC is a SAATCA registered provider, TC 065, for the R638 Persons in Charge course.

Yes for a spaza shop or food business. In Limpopo the licence is issued by the provincial Department of Economic Development, Environment and Tourism (LEDET) under the Limpopo Business Registration Act, 2003, after you have land use rights from the municipality. The Certificate of Acceptability is separate and is issued after the health inspection.
