In Sasolburg, Zamdela and Deneysville it comes from Fezile Dabi District Municipality in the Free State, not from Metsimaholo. Both ask for training records.

In Vaal Triangle the Certificate of Acceptability is issued through the district: municipal health services for Vereeniging and the surrounding towns sit with the Sedibeng District Municipality for Vereeniging, Vanderbijlpark and Meyerton, and Fezile Dabi District Municipality for Sasolburg (Municipal Health Services (a district function)). Environmental health practitioners from the district inspect the premises and recommend the certificate, and some day-to-day functions are delegated to the local municipality.
Whoever issues it, the inspection follows the same regulation. R638 requires the person in charge to be trained (regulation 10(1)(d)) and to keep a record that every food handler has been trained, and the inspector can ask for those records at any visit. Certificates from ASC show the accreditation details and a QR code, so the record is verifiable on the spot.

Sedibeng received 2 688 spaza shop registration applications by February 2025, with only 28 approved by then, so premises and records need to be right before the inspection (Gauteng MEC figures, February 2025).

What is different about the Vaal Triangle
- Two authorities, one triangle. Emfuleni (Vereeniging, Vanderbijlpark, Sebokeng, Evaton, Sharpeville, Boipatong, Bophelong) is a local municipality inside Sedibeng District Municipality in Gauteng, and municipal health services, including the CoA, sit with the district. Metsimaholo (Sasolburg, Zamdela, Deneysville, Oranjeville) is a local municipality inside Fezile Dabi District Municipality in the Free State, whose seat is Sasolburg (Sedibeng and Fezile Dabi websites; Wikipedia for the district make-up).
- Gauteng side: Sedibeng Municipal Health Services. Sedibeng’s environmental health office at the corner of Beaconsfield Avenue and Leslie Street in Vereeniging issues the CoA for Emfuleni and Lesedi. Midvaal (Meyerton) handles environmental health in its own area. You request the application form, submit it with a certified ID copy and a layout plan, an EHP inspects, and you get a correction list and re-inspection if needed. No fee or turnaround is published (Govchain food licence lookup, verified July 2026).
- Free State side: Fezile Dabi. Fezile Dabi’s Environmental Health and Emergency Services directorate lists food safety under its Municipal Health Services key performance areas, and Metsimaholo’s own departments page has no environmental health unit, only Health and Cleansing under Social Services. In August 2025 the district published draft Municipal Health Services By-laws for public comment (Fezile Dabi website). No CoA fee is published.
- Thin inspector cover. In November 2024 Fezile Dabi had seven environmental health inspectors for 15 towns (Parys Gazette). The Public Protector’s July 2026 report put Sedibeng at 16% of the recommended EHP benchmark, the lowest of any Gauteng district or metro (The Citizen). Inspections are infrequent and targeted, so keep the training record ready for the visit you do get.
- The registration drive in Sedibeng. By 2 February 2025 Sedibeng had received 2 688 spaza and food facility applications, approved 28, issued 27 Certificates of Acceptability and carried out 927 inspections (Gauteng Department of Economic Development figures, TimesLIVE). The backlog means a complete application with training certificates attached stands out.
- Industry and tourism nodes. ArcelorMittal’s Vereeniging works closed in December 2025 and the Vanderbijlpark mill is retrenching (Daily Maverick, March 2026); Natref and Sasol in Sasolburg remain the big employers and saw job seeker protests in August 2025 (Sedibeng Ster). Sedibeng markets the Vaal River and Vaal Dam, Vaal Marina and Three Rivers as its main tourism assets (Sedibeng tourism page), which is where the resort kitchens and river cruise galleys are.
- Nearest ASC trainer. The Vaal Triangle is served on request. Group and on-site training is arranged with an ASC trainer travelling from the Johannesburg branch in Ferndale, Randburg, or delivered online with a manager dashboard.

Who trains with ASC in Vaal Triangle

Who issues the Certificate of Acceptability in Vereeniging and Vanderbijlpark?
Sedibeng District Municipality’s Municipal Health Services, from its environmental health office at the corner of Beaconsfield Avenue and Leslie Street in Vereeniging. Emfuleni Local Municipality does not issue it. If your premises is in Meyerton or elsewhere in Midvaal, Midvaal runs its own environmental health service.
Who issues the Certificate of Acceptability in Sasolburg and Zamdela?
Fezile Dabi District Municipality, through its Environmental Health and Emergency Services directorate, which is based in Sasolburg. Metsimaholo Local Municipality does not have an environmental health unit of its own. Check the ‘Where to apply’ section above for the office details we checked.
Is there a fee for the Certificate of Acceptability in the Vaal?
Neither Sedibeng nor Fezile Dabi publishes a CoA fee or a turnaround time. Ask the office when you collect the application form. Fezile Dabi published draft Municipal Health Services By-laws for comment in August 2025, so check whether a tariff has since been adopted.
Will the district EHP accept an online ASC certificate?
R638 applies the same way in Gauteng and the Free State: the person in charge must be trained and keep a record that every handler is trained (regulation 10(1)(d)), and the delivery method is not prescribed. ASC certificates carry a QR code the EHP can scan. ASC is a SAATCA registered provider, TC 065, for the R638 Persons in Charge course, and a FoodBev SETA accredited provider (587/00337/1900).
Can ASC train a canteen or resort team in the Vaal on site?
