Clause 5.4 asks for a process that reaches non-managerial workers on every shift, not only a committee. Start with the context (4.1 to 4.3) and the climate change decision, then map every area and shift to a representative, set the committee, give every 5.4 d) and e) item a mechanism, act on every obstacle, and bring agency staff and contractors in. ISO 45001 does not name representatives or committees; sections 17 to 20 of the OHS Act do, and they are the floor this plan builds on. Nothing you type leaves this device until you export it.
