Does a cold store need HACCP if it does not make food?
Yes. BRCGS Storage and Distribution and FSSC 22000 both expect a hazard analysis of the storage and transport operation, and the hazards are real: temperature abuse, damage, pests, cross contamination between segregated goods and security. Introduction to HACCP, 8 hours and R1 195, gives the method. The hazard analysis is written for a warehouse or a fleet rather than a recipe, but the seven principles are the same and the auditor will ask to see it.
BRCGS Storage and Distribution or FSSC 22000 for a logistics site?
Usually your customer decides, and both are GFSI benchmarked schemes, so neither is the wrong answer. On this page the BRCGS path is Introduction to BRCGS Storage and Distribution Issue 4 plus BRCGS Storage and Distribution Issue 4 for Management, 10 hours and R2 390. The FSSC path is FSSC 22000 Version 7 for Transport and Storage, 12 hours and R5 500. The other three courses in the path are the same for both.
Can I skip Food Quality Controller Fundamentals if I only store packaging?
The path keeps it, because receiving and dispatch checks apply to packaging too: condition, cleanliness, pests, damage, labelling and paperwork, and the auditor tests those checks the same way. Food Quality Controller Fundamentals: Retail, DC and Wholesale, 15 hours and R1 750, is the course that trains the people doing them. If your site stores packaging for one manufacturer under their system, ask that customer what checks they expect before you decide; the other courses in the path still apply.
